Why this rating
Around 2.4 million people (4.0%) in England and Wales identified as Black in the 2021 Census, so Black visitors are unlikely to feel conspicuous in major cities. Black people were searched at 3.7 times the rate of White people in England and Wales in the year to March 2024, and the summer 2024 riots saw anti-migrant violence in several towns. The US rates the UK Level 2, mainly for terrorism.
