Zimbabwe is majority-Black, and Black travel media recommends Victoria Falls, but we found little dedicated reporting on Black visitors' treatment, so confidence is low. The US rates it Level 2 for crime and official harassment of foreigners. The FCDO notes that demonstrations can turn violent, derogatory comments about the President are illegal and photography of officials is restricted. These risks lower the police-safety score.
