Why this rating
The FCDO advises against all travel to Zulia, the border zones and the Orinoco Mining Arc, and against all but essential travel to the rest of the country; the US rates it Level 3 with several Level 4 regions. Human Rights Watch reported 884 political prisoners, including 85 foreigners, in late 2025, and major earthquakes on 24 June 2026 damaged Caracas and La Guaira. Around 3.6% identified as Black or Afro-descendant in the 2011 census, and Minority Rights Group reports racial profiling by police in poorer areas.
