Why this rating
The US lowered Vanuatu to Level 1 in May 2025 as the country recovered from the December 2024 earthquake, and the FCDO advises against no areas. Vanuatu's post-independence politics drew on Black internationalism (Journal of African American History, 2023), and Essence (2020) featured a positive Black traveller account. Direct evidence on Black visitors' treatment is thin, so confidence is low.
