Uganda is majority-Black and we found no documented pattern of hostility towards Black visitors. The score is driven by general safety: the US raised it to Level 4 in June 2026, citing Ebola, crime, terrorism and unrest, and the FCDO says terrorists are very likely to try to carry out attacks. The FCDO notes the Ebola outbreak was declared over on 27 August 2026, so check whether the US level has been revised.
