Why this rating
After President Saied's February 2023 speech on 'irregular migration', Human Rights Watch documented racist attacks, evictions and around 850 arrests of Black foreigners, including students and legal residents, and 2024 saw further mass expulsions. Tunisia has a Black Tunisian minority and a 2018 law criminalising racial discrimination, but Black visitors risk being profiled as migrants. Both the FCDO and US State Department advise against travel to border and mountain areas because of terrorism.
