The US rates Tonga Level 1 and the FCDO advises against no areas. A Black American Peace Corps volunteer (2019) wrote that locals were often more at ease with her than with white volunteers, but that at work some preferred to listen to white colleagues. Evidence is limited to such anecdotes, so confidence is low.
