Why this rating
Togo is majority-Black and Black travel media presents it positively, but we found little dedicated Black-traveller reporting, so confidence is low. The US rates it Level 2, with no travel near the Burkina Faso border because of terrorism and kidnapping. Amnesty International documented unlawful killings, arbitrary arrests and ill-treatment during the June 2025 protest crackdown in Lomé, which is why police safety scores lower.
