Why this rating
The FCDO has no warnings against travel to Timor-Leste and notes that foreign nationals have not been targeted in martial-arts group fighting; the US rates it Level 2 for crime and unrest. Gang violence, robbery and sexual harassment are reported. We found no credible reporting on Black travellers, so the rating rests largely on general safety and confidence is low.
