Why this rating
The US rates Serbia Level 2 for crime, and the FCDO warns that mass protests can turn violent and that football derbies see frequent incidents. ECRI's 2024 report does not specifically address anti-Black racism, focusing on Roma and other groups, and UEFA fined Serbia in 2024 for racist fan conduct largely aimed at Albanians. A Black American blogger reports warmth and curiosity but frequent staring; the Black community is very small, so evidence is thin.
