The US rates Samoa Level 1 and calls it generally safe, and the FCDO advises against no areas. We found no credible reporting of racist incidents against Black visitors, but also very little Black-traveller coverage beyond a positive Pacific round-up in Essence (2020). The rating reflects general safety and is provisional.
