Why this rating
Peru is US Level 2, with street crime, express kidnapping and unrest, and FCDO advises against all but essential travel to the Colombian border zone and VRAEM (not main tourist routes). About 3.6% self-identified as Black in the 2017 census, and a UN expert group in 2020 found structural racism and blackface stereotyping in the media. Black travellers' accounts are mostly positive, with isolated incidents.
