Why this rating
Paraguay is a US Level 1 destination and the FCDO advises against no areas, although organised crime operates in the north-eastern border departments. The 2022 census counted 8,013 Afro-Paraguayans (0.13% of the population), and the Kamba Cuá community has a documented history of land dispossession. Evidence on how Black travellers are treated is thin, so this rating is provisional.
