Why this rating
The Netherlands has sizeable Surinamese and Caribbean-origin communities, many of African descent, concentrated in Amsterdam, Rotterdam and The Hague. In 2023 a Dutch appeals court ruled that the border police (Marechaussee) discriminated by using skin colour in checks, and the UN CERD (2021) raised concern about racial profiling and the Black Pete tradition. General safety is good, with the US rating it Level 2 for terrorism.
