Why this rating
Namibia is majority-Black and relatively safe; the US rates it Level 2, mainly for crimes of opportunity. In 2023 UN CERD highlighted persistent colonial and apartheid-era inequality, including concentrated white ownership of commercial land. A Black American resident has described being followed by security staff in shops and getting hostile looks in mostly white venues. Evidence on tourists is largely anecdotal, so service-equality and cultural scores are held down with medium confidence.
