Why this rating
The FCDO advises against all travel to large parts of Myanmar, including Chin, Kachin, Kayah, Kayin, Mon and Rakhine States, and against all but essential travel to much of the rest, warning the conflict is increasingly volatile; the US rates the whole country Level 4. East Africans lured by fake job offers have been held in scam compounds along the borders. Evidence on Black tourists specifically is thin, but the conflict alone puts Myanmar in the avoid band.
