Why this rating
Montserrat is a British Overseas Territory where 92.4% of residents were of African descent at the 2001 census. The FCDO says crime levels are low and the US rates it Level 1; the main hazard is the Soufrière Hills volcano, whose Zone V around the old capital is closed without permission. Black-traveller-specific reporting is scarce, but the majority-Black population supports a high rating.
