Montenegro is a US Level 1 destination where violent crime is rare. ECRI's 2025 report identifies ethnic groups such as Albanians, Bosniaks and Serbs, and LGBTI people, as the main hate-speech targets and does not mention anti-Black incidents. A Black American travel blogger reported frequent long stares and selfie requests but no hostile incidents; there is little other evidence and the Black community is negligible, so confidence is low.
