Why this rating
Moldova is US Level 2 with Transnistria at Level 3, and the FCDO advises against all travel to Transnistria because of the war in neighbouring Ukraine. ECRI warned in 2018 that hate speech against Roma, LGBT and Black communities was growing, though more recent evidence specific to Black people is scarce. The Black community is very small.
