Why this rating
The US rates the Maldives Level 2 for terrorism, and the FCDO has no area warnings, though Middle East escalation has disrupted connecting flights. Most visitors stay in self-contained resorts, and Travel Noire highlights African-influenced boduberu culture, but a Maldivian writer (2020) described casual use of anti-Black slurs, and the UN CERD (2025) criticised xenophobic rhetoric towards migrant workers and the absence of any system to record racial discrimination. Evidence on Black tourists' experience is thin.
