Why this rating
Luxembourg is a US Level 1 country with little serious crime. In FRA's 2023 'Being Black in the EU' survey it had the lowest share of police stops perceived as racial profiling (22%) of 13 countries, but also the lowest awareness of support organisations (19%); FRA advises caution comparing its figures over time due to a methodology change. Luxembourg adopted a national anti-racism action plan following a government-commissioned 2022 study on racism; traveller-specific accounts are scarce.
