Why this rating
Lithuania is a US Level 1 country with low crime. Evidence on anti-Black racism is thin: a Ghanaian resident speaking at a 2025 event reported by LRT described online abuse and landlords refusing foreigners, and said Black residents report being shoved or called the n-word; older ENAR data (2016) found around one in five people unwilling to rent to Black people. Lithuania added skin colour to its hate-crime law in 2022. The Black community is very small, so confidence is low.
