Why this rating
Liberia was founded by free Black Americans, and its constitution restricts citizenship to people of 'Negro descent'; in December 2025 the government held a Diaspora Return programme. We found no documented hostility towards Black visitors, though Black-traveller reporting is limited. General safety holds the score down: the FCDO says the crime rate is high, with muggings in Mamba Point and Sinkor, and the US rates it Level 2.
