Why this rating
The FCDO advises against all travel to several provinces (including Ninawa, Kirkuk and Salah al-Din) and against all but essential travel to the rest of the country, including Baghdad and the Kurdistan Region; the US rates Iraq Level 4. Minority Rights Group reports that Black Iraqis, mostly in Basra, face poverty, exclusion and the slur 'abd' (slave). The rating is 'avoid' because no part of Iraq is free of FCDO warnings.
