Hong Kong is US Level 2, reflecting China-wide concerns about arbitrary law enforcement, and the FCDO has no area warnings. The city had about 4,700 African residents in 2021, and African residents told the South China Morning Post (2020) there is 'racism literally in every corner', with reports of being avoided, refused service and stopped by police; the EOC (2023) also cited surveys finding half of ethnic-minority delivery workers faced discrimination. Black expats writing for Travel Noire nonetheless describe a safe city with a growing Black community.
