Why this rating
Finland is a low-crime US Level 1 country, but FRA's 2023 survey ranked it third for racial discrimination (63% over five years, 54% in the past year) and recorded 52% racist harassment and the highest racist violence rate (11%) among 13 EU states. On the positive side, Finland had the lowest share of police stops perceived as profiling (34%). The Black community is small and concentrated in the Helsinki area.
