Why this rating
Estonia is a US Level 1 destination. A study published by the Gender Equality and Equal Treatment Commissioner in December 2024 found 71% of non-white respondents had experienced inappropriate stares or gestures linked to skin colour and 55% offensive comments, with public spaces and renting most affected; the Commissioner called racial discrimination a 'hidden problem'. The Black community is small, largely students, and tourist-specific evidence is limited.
