Why this rating
The US rates Ecuador Level 2 with Level 4 zones in Guayaquil, Durán and Esmeraldas, and the FCDO advises against all but essential travel to seven coastal provinces including Guayas and Esmeraldas; a 60-day state of emergency began in September 2026. Afro-Ecuadorians are about 4% of the population (2022 census) and over 70% of Esmeraldas residents, but the UN CERD (2024) found they face continuing discrimination and make up 21% of prisoners. The rating is driven mainly by insecurity rather than treatment of Black visitors.
