Why this rating
Dominica is a majority-Black country (around 75% Afro-Dominican plus a large mixed-race population), so Black visitors blend in. The US rates it Level 1 and FCDO describes overall crime as low, with risks concentrated around isolated areas and large night-time gatherings. Race-specific evidence from Black travel media is thin and largely descriptive, but nothing points to hostility towards Black visitors.
