Why this rating
FCDO only advises against travel to the Eritrea border, and the US rates Djibouti Level 2, mainly for terrorism, as al-Shabaab may view the country as a target. Its population is majority-Black (largely Somali and Afar) and there is no documented pattern of hostility to Black visitors, though Black-traveller accounts are scarce.
