Evidence on Black travellers is thin: a 2025 Travel Noire account describes feeling safe and welcomed, while Black residents interviewed by Total Croatia (2024) reported staring, unwanted hair-touching and photos, and police or immigration intimidation of Black men. Croatia is not covered by FRA's survey, so confidence is low.
