Why this rating
Street crime is low, but the US rates China Level 2 for arbitrary enforcement of laws, exit bans and risk of wrongful detention. In 2020 Human Rights Watch documented Africans in Guangzhou being evicted, forcibly tested and refused entry to businesses, including a McDonald's sign barring Black people, and state TV aired blackface in 2021. Black travellers commonly report intense attention and being photographed.
