Why this rating
The FCDO has no warnings against travel to Brunei and the US rates it Level 1. Its Sharia Penal Code applies to visitors regardless of religion, with possible penalties including amputation and stoning, and same-sex acts are criminalised (US State Dept). There is no visible Black community and we found no credible reporting on Black travellers' experiences, so confidence is low.
