Why this rating
The FCDO has no warnings against travel to Bhutan and the US rates it Level 1, with no specific risks flagged. Tourism is tightly managed and costly (USD 100 per person per night fee, confirmed to August 2027), which limits unguided contact. There is no visible Black community and we found no credible reporting on Black travellers' experiences, so the rating rests mainly on general safety and confidence is low.
