Why this rating
The US raised Azerbaijan to Level 3 in April 2026 for terrorism, armed-conflict risk and landmines, with Level 4 for the Iran and Armenia border regions; the FCDO advises against all travel within 5km of the Armenian border. Meydan TV (2019) documented racist on-air remarks and a newspaper attacking a TV channel for hiring a Black weather presenter, and reported that everyday racism usually shows as staring rather than violence. The Black community is very small.
