Why this rating
Austria is a low-crime, US Level 1 country, but in FRA's 2023 survey it recorded the highest racial discrimination of 13 EU states: 72% of people of African descent over five years and 64% in the past year. A UN Special Rapporteur visiting in December 2025 described anti-Black racism in Austria as systematic and pervasive and received multiple reports of racial profiling by police. The score reflects strong general safety offset by consistently poor treatment data.
