Why this rating
Armenia is US Level 2 with the Azerbaijan border area at Level 4, and the FCDO advises against all travel within 5km of that border. The UN CERD (2024) noted that Armenia still lacks comprehensive anti-discrimination legislation. A 2024 American University of Armenia student report described slurs, service refusals and rental discrimination against foreigners of colour, mostly Indian students; evidence specific to Black visitors is thin.
